On July 16, the European Commission published implementation guidance for its Cloud Sovereignty Framework — the same eight-objective scoring model it used to award its €180 million sovereign cloud tender — giving any organization a concrete benchmark for assessing its providers. On August 2, enforcement of the AI Act&#39;s general-purpose AI provisions begins, and the Commission&#39;s new Cybersecurity and AI Action Plan makes clear that <em>which model processes which data, and where</em> is about to become an auditable question. The era of sovereignty-as-slogan is ending; the era of sovereignty-as-scorecard has started. But run the scorecard against a typical European stack and you&#39;ll find one layer that never gets a line item: the one that connects everything else. That&#39;s not an oversight you can afford anymore.</p>

<p>We&#39;ve argued throughout this series that European digital sovereignty is, at bottom, an integration problem — that a sovereignty chain is only as strong as its weakest link, and that the weakest link is usually the layer nobody thinks to classify. When the Commission published its Technological Sovereignty Package in June, that argument became legislative direction. This month, it became arithmetic.</p>
<h2>From framework to yardstick</h2>
<p>The Cloud Sovereignty Framework itself isn&#39;t new — the Commission introduced it in October 2025 and used it to run the EU&#39;s first-ever cloud procurement with explicit sovereignty criteria, the €180 million tender awarded in April to four European provider groups: Post Telecom (with CleverCloud and OVHcloud), STACKIT, Scaleway, and Proximus.</p>
<p>What changed on July 16 is that the Commission, responding to questions about how it actually applied the framework, released a public explainer and implementation guidance. The framework scores providers across eight objectives — strategic, legal and jurisdictional, data and AI, operational, supply chain, technology, security and compliance, and environmental sustainability — and the guidance shows how those objectives translate into an evaluation. The Commission&#39;s stated intent is to move sovereignty assessment away from abstract principles toward concrete, standardized metrics.</p>
<p>Read that carefully, because it changes who this document is for. A scoring methodology used once, internally, for one tender is procurement trivia. A published methodology with implementation guidance is a <em>yardstick</em> — one that any European organization, public or private, can now hold up against its own stack. And one that procurement teams, auditors, and boards will start holding up whether you invite them to or not.</p>
<p>There&#39;s a detail in the tender worth pausing on. The Commission set the minimum eligibility bar at the second of its assurance levels — a deliberate signal that non-European technology, wrapped in strict local operational controls, can meet a baseline. European cloud vendors criticized the choice; they wanted foreign-exposed stacks excluded outright. But the Commission&#39;s position is the more instructive one: sovereignty is not a nationality test applied to logos. It&#39;s a <em>chain property</em>, assessed level by level, layer by layer, across the whole supply chain. Which is exactly why the layer you forget to assess is the one that determines your real score.</p>
<h2>August 2: the AI column stops being theoretical</h2>
<p>The framework&#39;s &quot;data and AI&quot; objective might have seemed like the softest of the eight — until this month. On July 7, the Commission presented its Action Plan on Cybersecurity and Artificial Intelligence. It creates no new obligations by itself; it&#39;s a coordinating framework across the AI Act, NIS2, DORA, the Cyber Resilience Act, and the Cyber Solidarity Act. But it lands three weeks before a date that does carry obligations: on August 2, 2026, enforcement of the AI Act&#39;s general-purpose AI provisions begins, with the General-Purpose AI Code of Practice specifying what compliance looks like for advanced model providers.</p>
<p>The Action Plan sketches where this is heading: an EU capacity for evaluating advanced AI models, a blueprint for structured access, a secure testing platform — and, notably, a Critical Open Source Resilience Campaign. Open source is no longer a footnote in Brussels&#39; thinking; it&#39;s named infrastructure, on the resilience agenda in its own right.</p>
<p>For organizations, the practical consequence is the one we flagged when the June package landed, now with a date attached: <em>which AI model processes which data, in which jurisdiction, under whose control</em> stops being an architecture-diagram nicety and becomes something you may need to demonstrate. If your honest answer today is &quot;whichever model the integration happens to call, we&#39;d have to check&quot; — that&#39;s the gap.</p>
<p>And if anyone doubts the appetite for enforcement, consider that one day after publishing the Action Plan, the Commission referred four member states to the Court of Justice over incomplete NIS2 transposition. The machinery is running.</p>
<h2>Run the scorecard. Find the missing row.</h2>
<p>Here&#39;s the exercise we&#39;d suggest to any European CIO this quarter. Take the eight objectives. List the layers of your stack: cloud infrastructure, identity, collaboration, data platforms, the AI models you&#39;ve adopted. Score each one. Most organizations that have taken sovereignty seriously will find respectable marks across the board.</p>
<p>Now find the row for your integration platform — the layer that moves data between all the others, holds credentials to every system it touches, and increasingly decides which AI model sees what.</p>
<p>For most organizations, that row doesn&#39;t exist. The integration layer was procured years ago as a productivity tool, evaluated on connector counts and feature checklists, never on jurisdiction, supply-chain transparency, or operational control. If it&#39;s a US-controlled proprietary iPaaS, then every one of your carefully scored sovereign layers communicates through a component that would fail the very assessment you just passed everywhere else. The framework measures the chain; the chain runs through the link you never measured.</p>
<p>This is not a hypothetical weakness. On the eight objectives, the integration layer is arguably the <em>most</em> exposed layer in the stack: it touches the most data (data and AI), holds the most credentials (security), sits under a vendor&#39;s jurisdiction (legal), depends on that vendor&#39;s continuity (operational — a lesson June&#39;s Fable model-suspension episode taught the hard way), and is typically the least transparent component you run (supply chain, technology).</p>
<h2>What a passing grade looks like</h2>

<p><strong>Operational:</strong> deploy on our managed EU cloud or your own infrastructure, and swap the model or the cloud underneath without rebuilding the integrations. If switching is a config change, you have a fallback; if it&#39;s a multi-week project, you have a dependency with extra steps.</p>

<p><em>TL;DR: On June 3, 2026, the European Commission published its Technological Sovereignty Package — the Cloud and AI Development Act (CADA), Chips Act 2.0, and the EU&#39;s first full Open Source Strategy. Despite the headlines, it doesn&#39;t ban American technology. It does something more consequential for European organizations: it turns digital sovereignty from a political aspiration into an auditable procurement requirement, with four assurance levels that are assessed across the entire supply chain. And that last detail matters more than most coverage acknowledges — because a sovereignty chain is only as strong as its weakest link, and the weakest link is usually the integration layer.</em></p>

<p>We&#39;ve written before that the hardest problem in European digital sovereignty isn&#39;t building individual European tools — it&#39;s making them work together across borders, systems, and trust boundaries. On June 3, that debate took concrete legislative form.</p>
<p>The Commission&#39;s package centers on three interconnected initiatives: Chips Act 2.0, the Cloud and AI Development Act, and an EU Open Source Strategy. They&#39;re worth reading together rather than separately, because their combined logic is what will reach the desks of European organizations — public and private.</p>
<h2>What CADA actually does</h2>
<p>Let&#39;s start with what it doesn&#39;t do, because the social media headlines claim otherwise: CADA does not ban American technology. The Commission has been explicit that the goal is to strengthen Europe&#39;s digital autonomy and resilience without closing the market, which remains largely open to like-minded partners. Commissioner Henna Virkkunen put the underlying concern plainly: Europe wants certainty that no provider of critical workloads holds a &quot;kill switch&quot; over European data. The context is hard to argue with — three US providers control roughly 70% of Europe&#39;s cloud market, and the US CLOUD Act means they can be compelled to hand over data regardless of where it physically sits. Microsoft&#39;s own counsel confirmed as much under oath before the French Senate in 2025.</p>
<p>What CADA does instead is two things with real-world consequences.</p>
<p>First, it defines four assurance levels for cloud and AI sovereignty, to be applied by public sector bodies based on their own risk assessments. The criteria span control over the service and its supply chain, how AI inference data is processed, where infrastructure is located, and cybersecurity posture. The higher levels require demonstrated independence from third countries and transparency over the software supply chain; the highest demands full supply chain transparency and control, with no possibility of third-country interference.</p>
<p>Second, it requires member states to assess which public sector systems depend on foreign cloud, classify them by sovereignty level, and procure accordingly. In strategically sensitive sectors — banking, energy, healthcare — public procurement will weigh new non-price criteria favoring EU-developed software and hardware alongside cost. The ambition behind it is industrial as much as regulatory: the Act targets a tripling of EU data centre capacity within five to seven years.</p>
<p>In other words, the question is no longer &quot;may we use European alternatives?&quot; It&#39;s &quot;how do you demonstrate which sovereignty level you operate at?&quot; That&#39;s a procurement requirement — and procurement requirements, unlike summit declarations, change what organizations actually buy.</p>
<h2>Why open source moved to the center</h2>
<p>For the first time, the package includes a full Open Source Strategy. This is not a side note. The Commission frames open source as the way to reduce dependencies across the entire technology stack and to develop European alternatives in areas where the EU still relies on proprietary solutions controlled by a single supplier.</p>
<p>Look again at the criteria for the highest sovereignty level: full transparency and control over the software supply chain, no third-country interference. In practice, that&#39;s a description of open source. A proprietary stack can promise transparency; an open-source stack can prove it. You cannot fully audit what you cannot read.</p>

Now ask: what connects them? If the answer is a US-controlled integration platform — a proprietary iPaaS subject to the same CLOUD Act exposure the whole exercise was meant to escape — then the chain&#39;s effective sovereignty collapses to that link. Every workflow, every data flow, every credential passes through the one layer nobody thought to classify.</p>
<p>The integration layer isn&#39;t adjacent to the sovereignty question. It is the sovereignty question, because it&#39;s the layer that touches everything.</p>
<p>And it&#39;s exactly where Europe&#39;s fragmented landscape creates the most friction. Who ensures data flows respect every jurisdictional boundary while the business operates as one organization? Who governs which AI models process what data, and where? Sovereignty isn&#39;t delivered through summits and declarations. It&#39;s delivered through the mundane, essential work of connecting systems, moving data, and keeping organizations running — inside the compliance rules that, as of June 3, are on their way to becoming procurement law.</p>

The client gets the same outcome, maybe better. Then the invoice goes out and the math falls apart. Faster delivery, less revenue. The industry rewards efficiency by punishing the people who achieve it.</p>
<p>This is real, and we felt it early. About 18 months ago, we saw AI-assisted development compressing our delivery timelines on integration projects. The same Apache Camel and Kubernetes work that used to fill a quarter could be done in weeks. Our clients were happy. Our margins were not.</p>

<p>When a platform doesn&#39;t just host your integrations but generates them, runs them, monitors them, and maintains them, the execution moves inside the product. The product is no longer a passive tool waiting for a skilled operator. It participates in delivery.</p>
<p>And the moment execution lives inside the product, a new question emerges: who is accountable when something goes wrong?</p>
<p>In the old model, accountability was diffuse. The platform vendor was responsible for uptime. The consulting partner was responsible for the build. The customer was responsible for requirements and testing. When an integration failed in production, the finger-pointing could go in three directions.</p>

Most enterprises evaluate integration platforms by feature checklists, not by accountability models.</p>

<p>But this one is different. Ireland is not a mid-sized member state adding its voice to a crowded regulatory conversation. It is the European headquarters of Apple, Google, Meta, and virtually every other major American technology company. How Ireland builds its AI enforcement machinery will shape how the most valuable organizations in the world approach algorithmic governance. And because those organizations sit at the centre of the digital infrastructure that European companies depend on every day, the implications extend far beyond the island.</p>
<p>The Bill is a blueprint. And it is worth reading carefully — not for the legal detail, but for what it reveals about the direction of travel.</p>
<h2>What the Bill Actually Does</h2>
<p>Ireland&#39;s architects made a deliberate choice. Rather than concentrating AI oversight in a single new agency, the Bill distributes primary supervisory responsibility across thirteen existing sectoral regulators, with OISE serving as coordinator and Ireland&#39;s single point of contact with the European Commission.</p>
